In cooperation with Costello Associates of Belfast, Northern Ireland, the Picker Center hosts ten police officers and ten community leaders from Northern Ireland for a month each fall.

The competitively selected participants study together, work together, and live in the same hotel for a month in Morningside Heights. Participants follow an intensive two-week curriculum at SIPA, focused on globalization, conflict resolution and negotiation, strategic planning and strategic thinking, diversity and gender, media relations, career management, community building, and innovative management techniques.

During the other two weeks, pairs of police officers and community leaders are placed in government offices and non-profit agencies throughout the Greater New York region.

Host agencies include the New York City Department of Parks and Recreation, Common Ground, the Upper Manhattan Empowerment Zone Development Corporation, Westchester County Department of Social Services, the New York City Department of Housing Preservation and Development, New York Department of Ecommerce Development, the New York Fire Department and the New York Special Narcotics Prosecution amongst others.
